The Secretary of State to the Mexican Chargé d’Affaires.

Referring to the memorandum of the 16th ultimo by which the ambassador of Mexico informed the Secretary of State of the activity of Mexican insurgents in El Paso, Tex., and requested that proceedings be instituted against those found guilty of violating the neutrality laws, the Secretary of State has the honor to say that he is advised by the Attorney General under date of the 26th ultimo that the information contained in the memorandum of the ambassador of Mexico has been transmitted to the officers of the Department of Justice in the western district of Texas.
