The Secretary of State to the Mexican Ambassador.

The Department of State has the honor to acknowledge the receipt of the memorandum of the Embassy of Mexico, of the 3d instant, transmitting a facsimile and translation of a letter written by the rebel P. Orozco to one Francisco D. Salido in regard to the plans of certain Mexican insurgents.

The Department has communicated the memorandum and its inclosure to the Department of Justice for its information.
