[Memorandum—Translation.]1

The embassy presents its compliments to the Department of State and has the honor to inform it that the Government of Mexico has learned, through the correspondence of a Madero sympathizer at El Paso, Tex., named Arturo Almada, that the armistice is being taken advantage of to send arms and ammunition into Mexican territory. It is now attempted to send over a lot of 400 rifles with a large supply of cartridges shipped in three wagons escorted by rebel troops, which will cross the river, if they meet with no obstacle, at a distance from El Paso not definitely stated, but supposed by this embassy to be from 8 to 30 miles.

The informant, Almada, belongs to the party of rebels in Sonora under the command of Fernando Chávez.
