Excellency: The department of foreign relations orders me to request of your Department the permission of the United States Government in order that some Mexican troops may cross American territory on their way from Chihuahua to Lower California, where it is now necessary to gather military forces (elements) in order to suppress the robbery (bandolerismo), which has increased considerably within the last few days, to the unquestionable detriment of air legitimate interests located in the northern part of the peninsula.
