Sir: I have the honor to enclose herewith triplicate copies of the Official Gazette, dated March 29, 1912, containing Spanish text of the law enacted on March 20, 1912,1 by the Nicaraguan National Assembly, authorizing an additional supplementary [loan?] of Brown Brothers and Company, and J. and W. Seligman and Company, of New York, as reported in my telegram of the latter mentioned date. No translation thereof has been made, as I am informed that the Department has already been furnished with the official English text prepared by the bankers.
