Sir: With reference to the Department’s instruction of April 25, 1912, regarding wireless stations in Panama, a copy of a letter dated April 22 from the Secretary of the Navy is enclosed for your information.

You are instructed to use your influence against the erection of any radio stations in Panama except those of the Navy Department of the United States, and you will be guided by the Solicitor’s memorandum enclosed with the Department’s instruction No. 43, of April 15, 1912.
