I am requested by the Minister for Foreign Affairs to send you the following: [Page 1242]

Immediately upon learning that this Republic is to be honored by a visit from the Secretary of State of the United States, this Government, in appreciation thereof, appointed a committee of representative men to receive Mr. Knox and tender to him and to the ladies and gentlemen of his party a reception at the Government Palace, and also a banquet on the 28th, besides such other courtesies as time may permit and they may be willing to accept. The Government and people of Panama are delighted with the prospect of the visit and, without political differences, are all preparing in common to show their high appreciation of their honored guest.
