San Francisco, Cal., October 16, 1911.

The Chinese National Association, representing four-fifths of the Chinese residents of the United States, British Columbia and Mexico, earnestly requests the United States Government to use its best offices to maintain and preserve the neutrality of the powers toward the revolutionary struggle now in progress in China, in order that her integrity may be preserved and a stable government established.
