The Imperial Clan voted today to accept the edict that Yuan has drafted, by which the Emperor abdicates and consents to organization of republican government.

Yuan will be made plenipotentiary to negotiate with revolutionists and organize a new government. He intends to remove to Tientsin and there conduct the Government.
