Following is the full text of the President’s message2 delivered to Congress August 27, excepting where he quotes his instructions to Mr. Lind, that having previously been sent to you. You will please express to the Minister for Foreign Affairs the President’s appreciation of the friendly interest shown by the Government to which you are accredited toward the representations which it made to the Mexican Government and of the moral influence exerted by those representations toward the restoration of peace.
