553. The following decree has been issued by the Chief Executive to supersede the electoral law of May 30 last. Text of the decree:

[The text of the decree here follows. In substance it provides that elections for Senators and Deputies shall be by direct vote; shall occur at the same time and places as those for President and Vice President, namely, October 26, 1913; the voting shall be subject to the law of December 19, 1911, save for polling regulations set forth in the decree.]
