Department’s October 24, 6 p.m. As requested Russia will take no immediate action toward recognizing the Government of Mexico, but [Page 852] only after consultation and agreement with other powers. The Minister for Foreign Affairs said: “I consider Mexican question as concerning only the United States. In my opinion the only satisfactory solution is annexation, and this action Russia would see with approval.”
I replied that I felt authorized to state that the United States had no such intentions and that nothing was further from the views of the President.
