I think the effect would be excellent if, in case the atmosphere clears measurably in the next two days, the Department would send to this city the commanding officers of our boats in Vera Cruz with the marines and such sailors as may be deemed advisable. I can make the necessary arrangement here, if the Department approves my recommendation.
