Last paragraph of Department’s February 25, 1 p.m. I must ask the Department to be more specific. The correspondence exchanged [Page 739] between the Embassy and the Provisional Government under Mr. de la Barra was not changed in form from that exchanged with the former Government under General Díaz. If the Department knows any reason for changing the attitude of the Embassy assumed at that time I think I should be advised, as I am embarrassed in our transaction and perhaps the loss of some vantage ground already taken. I think this matter should have the direct attention of the President.
