52. Zapata, Salazar, Argumedo and all rebel chiefs in Vera Cruz and Nuevo Laredo have submitted to the Provisional Government. Orozco has announced his adherence. Difficulties still exist in the States of Coahuila, Sonora, Chihuahua and Durango.
