If the Department can do anything to aid Mexico in negotiating a loan at this moment, such action would possibly result in restoring peace and in enabling this Government to maintain itself, as the great absorbing question is the economic one. I am not prepared to suggest how such aid could be rendered as I am not in possession of the Department’s views.
