The Secretary of State to President Wilson

My Dear Mr. President: I am sending you the telegram drafted by Mr. Lansing.61 I have just had time to read it but not time to go over it with a view to digesting it sentence by sentence. He has worked in nearly, if not all of your language but the impression it makes upon me is that the tone of it is a little more severe than the tone of your memorandum.62

If, after you have had an opportunity to consider it, you desire any exchange of views I am at your service, as is Mr. Lansing.
