The Secretary of State to President Wilson

My Dear Mr. President: I hasten to send you a translation of the reply of the Allied Governments10 to our note on the mails, of May 24th.11

I have only had time to read it through and am not prepared to express any definite opinion. I have, however, from this single reading, gained the impression that the note is couched in most friendly terms, indicating a conciliatory attitude; that it has materially cleared the atmosphere as to the exact issues between the two Governments; and that they entirely fail to meet our charge of diverting neutral vessels proceeding to neutral ports from the high seas to British ports for the purpose of examining their mail bags.

As soon as I have digested the reply of the Allies I will communicate further my views.
