The Secretary of State to President Wilson

My Dear Mr. President: In connection with my letter of today’s date regarding severance of relations with Germany by Cuba, I enclose a copy of a telegram from Panama asking instructions, as I read it, as to whether German Consular Officers there should be recalled.92 It seems to me that on account of the proximity to the Panama Canal, Panama should remove the German Consuls and break off relations with Germany. I would like to know your wishes in order that I may make a reply to this despatch.
