660. Your November 17, 1078. American interests are greatly exercised over embargoes.

Importers declare their willingness to give guarantees against reexportation. Situation is urgent and you will urge the British Government to submit proposals for arrangement which will result in so lifting embargoes as to permit export to United States in quantities sufficient for needs of our manufacturers.
