Having in mind policy of Department in reference to concessions involving exclusive privilege or preferential treatment invite attention to possibility of such concessions being granted without submission [Page 361] to, or approval of, financial advisers. Since doubtful that the treaty provides effective means of invalidating objectionable concessions that may be so granted recommend that Department instruct me to convey to Haitian Government the views of the Department regarding concessions and to secure acceptance of Haitian Government thereto. This is to be done by exchange of notes.
