Red Cross informs Department that Doctor Ward has permits from French and Italian Governments to take medical supplies in his possession through blockade to Beirut, and inquires whether this fact will not enable Captain Blakeley to make satisfactory arrangements with commanders blockading squadron so that Des Moines can pass through blockade.
