President Chamorro informed me that he had received a special note from the Honduranean Foreign Office, at the request of President Bertrand, asking him to appoint a plenipotentiary to meet with other Central American representatives in commemoration of September 15 for the purpose of considering the extension of the Central American Court of Justice for another decade but the most important part of the note has to do with Nicaragua joining in the movement for a Central American Union.
