The Government of the United States offers to you and the other members of the Legation and Consulate as well as to the entire American colony its sincerest sympathy in the great disaster which has overtaken you and wishes to assure you whatever assistance it is possible for it to give.

You may officially assist in relief work keeping in mind that funds for such work are supplied by American Red Cross and not by Department.

Assure President Estrada Cabrera of the support and cooperation of the Government of the United States in this hour of trial.
