No. 144. Stetson. Embassy’s 4093, June 5, 6 p.m. Your 154. On April 30 [29] War Trade Board passed resolution providing that upon similar action being taken by the Governments of Great Britain, France, and Italy committees may be constituted consisting of representatives of each of above countries and the United States at Paris, London, and Washington to recommend action to be taken upon all applications for licenses to trade with enemy other than certain excepted classes. Committee in Paris to handle transactions with persons in Spain, Morocco, and Switzerland. Committee in London to handle transactions with persons in northern neutral countries. Committee in Washington to handle transactions with persons resident in Western Hemisphere. Now awaiting final approval of Great Britain to put plan in operation. This has not been received in Washington as yet. When received, full particulars, including instructions as to your course of action, will be sent you.
