No. 300. Referring our No. 284 of July 20. For your information. The British delegate on I. B. C., Paris, has received from his Government a telegram requesting Japan’s participation in preparation of the black list pending further communication from London. Arguments used at the meeting yesterday against such participation in Paris were: First, if Japan were asked, it might necessitate inviting representatives of other Associated Governments not now represented, with the result of increasing size committee, complicating discussions, and retarding decisions; second, Paris committee is not concerned with question relative to Far East which your committee handles.
