No. 1259. Fuller. Your 754, July 2, and despatch July 1.1 Our 1182, August 8. The French member of conference now proposes, on the basis of a communication from his Government, to include in classes of exceptional cases which are not to be referred to conference, all trading-with-the-enemy transactions to which an Allied or neutral government is a party. British and United States representatives are of opinion that this classification will include many cases which it is desirable should be subject to reference. In view of this disagreement, conference considers it is desirable that question should be discussed in Washington by Allied representatives [Page 1037] where plan originated. Italian representative on inter-Allied committee for correlation of published black lists, which has been designated as the conference to consider these applications, states that his Government is still unwilling to accept the plan. The principle the conference assumes that until question of exceptional cases is settled, no more specific applications will be submitted. We understand the British have telegraphed their Embassy in Washington to the same effect. Frothingham.
