No. 1639. Fuller. Your 1274, Department’s 1626, September 26. Action in Portuguese matter has been delayed by lack of reply from French Minister of Blockade and have telegraphed Stetson in Paris to press the matter in view of peace overtures from Berlin. Feeling here is that every effort should be made to speed up liquidation of enemy firms in Allied countries. Proposed withdrawal of stat[utory] list Portugal should be accelerated if at that price more rapid liquidation enemy firms could be secured.1 Frothingham.
