No. 549. At the meeting of the trade license conference, the following resolution was adopted, subject to the approval of the Associated [Page 1073] Governments, for the purpose of (1) avoiding delay in decisions of the various conferences becoming effective, and (2) giving the various Associated Governments a fixed time in which to register an objection to such decisions:

In order to avoid delay in the execution of the decisions taken by the Inter-Allied Trade License Conferences at Paris, London, and Washington, it is resolved that decision of the said conference shall become binding upon the various governments whose representatives participate therein, after a lapse of ten days from the date of the meeting at which such decision is taken unless objections are registered by one of the Governments before the period of ten days [has] passed.

Please instruct if you agree. Please advise Frothingham to whom we are sending copy of this telegram. McFadden.
