In order that the Allied nations may not be embarrassed or interfered with in any way in their prompt handling of all readjustments which changing conditions may make necessary in the enemy trading or statutory lists, whether published or confidential, you are instructed to advise any local association or associations of Allied business houses to discontinue forthwith any black list published by them or inspired by them, which is at variance with the official lists made public by the Allied Governments under the direction of the properly constituted boards. At the same time you will express to the associations of Allied business houses which may be found within the district under your jurisdiction, the appreciation of the War Trade Board for their active and effective cooperation in preventing enemy houses from receiving American merchandise.
