The Minister in Sweden ( Morris) to the Secretary of State

2309. When the Foreign Minister handed me the note referred to in my 2308, June 15, 5 p.m., he also gave me the following note which I send herewith without comment:

One of the letters which were exchanged by the delegates, letter No. 7 of Mr. Leverton Harris to Mr. Carlsson,1 contains in regard to clause 3 the following passage: “It is understood, etc.” Although I have been told that Mr. Carlsson suggested this passage, I feel it my duty in order to avoid all misunderstanding to make expressly this reserve, that the Swedish Government in adhering to the arrangement did not intend in any way to recognize the right of the Associated Governments to make such a requisition. I will be grateful if you will kindly bring the statement to the knowledge of the Associated Governments.

A similar note at the same time was handed to the British, French, and Italian Ministers to be sent to their respective Governments.
