1100. Your No. 2284, April 10, 1 p.m. You are authorized to inform the Foreign Office and if you see fit announce publicly that the two Netherlands steamers, Java now at Savannah and Juno now at Curaçao, or other shipping under Dutch control of approximately the same tonnage which the Netherlands Government may designate, may at once load grain at a United States Gulf port and proceed to the Netherlands, it being understood that ships aggregating approximately the same tonnage will leave the Netherlands for a North American port simultaneously with the departure of these vessels from the United States for the Netherlands.

We estimate that these two vessels together with the Hollandia will permit of the immediate lifting for the Netherlands of approximately 14,000 tons of bread cereals which, of course, will be credited on account of the 100,000 tons of bread cereals offered to be placed at the disposal of the Netherlands Government.
