The Netherland Chargé ( De Beaufort) to the Secretary of State

[Translation]

Mr. Secretary of State: I have the honor to inform Your Excellency that in order to be able to answer in an unqualified manner the doubts expressed in all directions concerning the intentions of the Associated Governments, my Government has instructed me to ask the American Government to be good enough to give me the formal assurance that from the 20th of last March no vessel flying the Dutch flag will be seized or detained in a port of the United States.

In consequence of the foregoing, I have the honor to have recourse to the obliging good offices of Your Excellency in order to obtain as soon as possible from the Government of the United States the assurance asked for by my Government.

In thanking Your Excellency in advance for the attention which you will be good enough to give to my request, I take this opportunity to renew the assurances of my highest consideration.
