Your 466, Department’s 7707, May 12, 2.45 p.m. [May 11, 7 p.m.] I am informed that there is some prospect of the Dutch being willing to reopen negotiations for a general agreement and have asked the Foreign Office what news they have on this point. If this proves to be the case think it would be unwise to start independent negotiations regarding Dutch colonial trade. The Foreign [Page 1490] Office has suggested that I telegraph you asking that you give no definite declaration in regard to future requisitioning of Dutch ships without consultation with them.
