Department’s circular of March 23, 7 p.m. In reply to Legation’s note, Minister of Foreign Affairs says that Peruvian Government gives to Government of the United States most complete assurances that the ships which the American Government has decided to dedicate to commercial traffic between the United States and Peru will enjoy [in] Peruvian ports fullest facilities, so that in no case can they be subjected to delays or exigencies of bond arising from litigation which might come up over their possession.
