The Acting Secretary of State to the Minister in Nicaragua (Jefferson)

The Department has received information to the effect that an armed body of mercenaries organized with the knowledge and consent of the Nicaraguan Government, under the leadership of General [Page 811] Luis Mena and the Mexican General Manuel Chao, are on the point of invading the territory of Costa Rica. You will investigate the accuracy of this information and report by cable.
