The Secretary of State to the Minister in Costa Rica (Hale)

Sir: With reference to your telegrams of November 11, 7 p.m., and November 26, 3 p.m. [November 27],34 and to the Department’s telegram of November 25 [26, 3 p.m.]34 the Department encloses herewith six copies of the President’s speech of October 27, 1913, at Mobile, Alabama, in which relations with Latin America are discussed with particular reference to the subject of concessions. The question of oil concessions in Costa Rica is, however, conceived to be of unusual interest because of its relation to naval bases and the proximity of Costa Rica to the Panama Canal.
