The Chargé in Costa Rica (Johnson) to the Secretary of State

Petroleum concession signed May 6 between John M. Amory and Son, 52 Broadway, New York, and Minister of Fomento covering those portions of Costa Rica not included in Sinclair-Valentine enterprise now pending for approval in Congress. It has support of Tinoco opposed by Valentine, who alleges that Amory represents [Page 873] English or French interests and territory includes Adelaida [Alajuela] Province bordering on [proposed] Nicaraguan canal. Do not believe German interests involved but possibly English.
