The Secretary of State to the Minister in Bolivia (Maginnis)

7. The Department is informed by the Chilean Ambassador in Washington that the Chilean Chargé d’Affaires at La Paz has been instructed to extend formal recognition to the Bolivian Government [Page 286] on February 9. The Department is further advised that he has been instructed to inform the Bolivian Government that recognition is extended by Chile upon the understanding that the Bolivian Government will abide by the promises given by the Junta on July 19, last, that the new Government would faithfully observe all treaty engagements entered into by the former Government.6
