My Dear Mr. Secretary: With reference to the note which I recently addressed to you, (No. 199 of March 16th), on the question of the appointment of an American Judge to the Egyptian Court of Appeal, I have now received through the Foreign Office the enclosed letters17 addressed by the Judicial Advisor to the Egyptian Ministry of Justice to Mr. Justice Brandeis, Mr. Justice Holmes, President Lowell and Professor Frankfurter, inviting their suggestions in connection with this appointment.

If you see no objection, perhaps you will be good enough to have these letters forwarded with some intimation that any names which the addressees may wish to put forward should be communicated to the State Department rather than to this Embassy.
