Sir: With further reference to the Department’s instruction No. 472 of October 5, 1922, on the question of the Haitian-Dominican boundary, there is transmitted herewith a copy of a further despatch received from General Russell,75a together with the Department’s reply thereto.75b

You are requested to inform the Dominican Government that General Russell has been instructed to state to the Haitian Government that the Government of the United States expects that the [Page 440] provisional line established in 1912 shall be scrupulously respected by both the Haitian and Dominican Governments.

The Department hopes to receive, in the very near future, your telegraphic report in reply to its instruction above referred to.
