The Chargé in Peru (Sterling) to the Secretary of State

34. Your telegram no. 34, April 13, 2 p.m. I saw the President this morning, in the absence of the Minister of Foreign Affairs. He explained that it had been arranged that Velarde should transship at Colon for Lima, but that having missed connections he had gone to New York as the quickest route to Peru. It was very desirable, the President stated, that Velarde should report to Lima for instructions, but in view of the Department’s feeling that any delay might jeopard the success of the conference, he is cancelling Velarde’s orders. Instructions would be cabled immediately, he promised, for Velarde to remain in the United States. Porras will sail for New York from France on the 18th of April. The counsellor to the delegation, Senor Polo, is en route, and should arrive in the United States by April 25.

Sterling
