Mr. Secretary of State: I have not failed to report in due course to His Excellency the Royal Minister of Foreign Affairs the courteous answer returned to me by Your Excellency44 on the subject of the desired accession of Italy to the covenant about the Pacific between the United States of America, the British Empire, France and Japan.

Marquis Torretta now instructs me to say to your Excellency that he has taken note of the declaration made by Your Excellency and taken it in the sense that the United States will not oppose the Italian request when it shall have obtained the assent of the other three Governments which signed the Pacific Treaty.
