232. My 228, May 23, 11 a.m.45 Albany reenforcement Legation Guard left to-day.

Chang Tso-lin with 30,000 men entrenching between Chinwangtao and Shanhaikwan and declares will fight. Believe that Wu will soon compel them to follow their comrades beyond wall. That done Albany no longer necessary on account civil war.

Huston telegraphs as follows: “May 23, 10 a.m. Ten thousand Chen’s troops from Kwangsi stationed outskirts Canton have declared themselves independent and threaten city, demand reinstatement of Chen as Commander in Chief. Wei Pang-ping45a wields real power in the city.”
