Your no. 38, May 4, 4 p.m. In view of the information contained in your telegram you may desire to bring to the attention of [Page 386] the proper Albanian officials the Albanian Prime Minister’s letter of June 25, 1922, to Commissioner Blake, already referred to in the Department’s no. 11, March 8, 3 p.m., wherein the Prime Minister gave assurance that the Government of Albania was ready to accord every facility to American capital in Albania and to grant concessions to American firms.

Is it your opinion that there is a pronounced tendency to deny reasonable opportunity to Americans to participate on an equal footing with other powers in development of the economic resources of Albania? Telegraph reply.
