Sir: I did not fail immediately to communicate to His Majesty’s Government the considerations set forth in your note of March 31st in regard to the liquidation of the refugee problem in the Near East.

Under instructions from His Majesty’s Principal Secretary of State for Foreign Affairs I have now the honour to inform you that His Majesty’s Government welcome the proposal made in your note for an exchange of views on this question and that His Majesty’s Government will be glad to cooperate with the United States Government as far as possible with a view to working out some constructive scheme for the solution of this problem. Before taking further action in the matter His Majesty’s Government will await the receipt of definite proposals from the United States Government.
