Standard Oil Company suggests a compromise based in principle upon equal division [Page 161] of proceeds from sale at auction of five tank steamers and of balance remaining in operator’s fund after reimbursement of all of Company’s expenditures made under the Tanker Agreement. Montagu Piesse84 has been instructed to discuss the question with you and Leon Fraser.85 Copies of Standard Oil Company’s letters to Department and to Piesse were mailed to you on June 17.86 The proposal is silent in regard to disposition of sum paid by German Government to D. A. P. G.; but aside from this point, on which further inquiry is being made of Standard Oil, the proposal is evidently within scope of the agreement as amended and decisions of the Separation Commission.
