Embassy’s telegram No. 9 dated January 25, 1 a.m. It is the understanding of the Department that the members of the late regime in Chile are under guard by order of the present authorities and that if their lives should be endangered it would be by the action of the present authorities or possibly by a mob overcoming the guard established by the present authorities. The Department feels, under these circumstances, that for you to take any action in their behalf would not be justified, and you are instructed to refrain from doing so.
