In order to remove any misapprehensions which may have been caused by the reported enlistments of American citizens in the Sultan’s Army, it is suggested that you may consider the advisability of taking measures to invite the attention of American citizens in Morocco to the provisions of Sections 5282 and 4090, Revised Statutes of the United States.
