In your interview with President Leguía did he confirm my understanding of his proposal as I set it forth in my No. 49, May 12, 2 p.m.? Did President explain what disposition is thought of for city of Arica? [Page 435] I do not understand what he means by formula of negotiation: “Peru ratifies promise made to Bolivia to grant her in the plebiscitary territory a corridor to the sea.” Please cable reply as soon as possible.
